Since there seems to be a good bit of material created for Zyuranger but didn't make the final cut (there are at least 3 known weapons that didn't get used), I wonder if those moving sculptures on Finster's table were at one point, meant to become monsters themselves.
Heck, maybe some Zyu2 monsters were made for Zyuranger but were rejected.

This brings to mind things like "why didn't they use Metal Mangler for Carranger even though we have pictures of him from Japan," or the frozen mutants in Timeranger who corresponded to absolutely no monster used on the series.

I wasn't aware Power Rangers used monsters created for the Sentai, but wound up not getting used until it came to America.

From what I was able to find, it seems Toei was threatened with legal action by Dynamic Productions, who found this unused monster looked a little too much like their Mazinger Z character. Indeed, looking at that one Japanese picture of him it's not hard to see a resemblance.
As a result, he wasn't used in Carranger after all. When the suit showed up on Turbo as Metal Mangler, its appearance was heavily altered by combining it with the otherwise unused Keris from Ohranger.

That's interesting. I think I do remember this monster's very short appearance. Was this during the Phantom Ranger arc?

Anyway, lets try get back on track with what I was gonna discuss.
Here's the first of the Unused Zyuranger Weapons, Combined Battle Bikes: (In the top left)
The scan also features the Mega-Dragonzord posing with the Dragonzord Battle Mode's Power Staff, but that was most probably for promotional reasons.
If you have the box for the Deluxe Dragonzord action figure, you probably have seen the Dragonzord Tail & Chest attached to pictures of the Mega-Dragonzord model. This too, was an unused form. I suppose this was not used in show because the actor already had a tough time moving around with such a weight on his head and neck, so they trimmed it down. I do wonder what the finisher would have looked like though...
Finally, I've heard from Tv Tropes that a Sentai Dragon Ranger action figure can also combine with the other Rangers to do a Super Tower Formation. Pretty cool! I guess they wrote it out when they came up with the "30 hours to live" subplot.
